Weird Wild Stuff Part 2

Apparently Floyd Landis opened up a new chain in Japan! Oh man, steroid jokes never get old.

I have a couple theories about his one. I found this sign in the window of a large clothing store. It is supposedly proclaiming great sails inside, but I suspect that this sign has a different meaning.
One possibility is that this is an ingenious marketing ploy to bamboozle Japanese customers. With my healthy grasp of english I suspect that this double-negative of an offer is not as it seems. Perhaps the normal prices that were in place before the sale have come back on? Thus being off off? The japanese people coming into the store are unwittingly subjecting themselves to high prices that are back on! Damn you clever Japanese marketing personnel! DAMN YOU!
It is also possible that a particularly ornery dog has decided to sit on a pricey pile of clothes and is not listening to verbal commands. I have noticed that Japanese people love to dress up their dogs, so it is possible for a dog to get a strong sense of style. Though why he would want to shop at such a deceitful store is beyond me.
